Neither! I don't shave/wax my legs. I am not a lady. Nor (unlike Emily Howard and Florence off Little Britain) do I want to be one. 

Anyway, if you want to shave your legs to go faster, rather than because e.g. you get a secret thrill from it, you'd be better off leaving a strip of hair an inch or so wide down the front of each leg, kind of like a mohican. This would pre-turbulate the air and give a better air flow around the rest of your legs, which would be smooth. Theoretically, that would make you faster. In practice, as with leg shaving generally, it wouldn't make any difference to speed. 

That's not why racers shave their legs. (They do it because they're dirty perverts.)

Relax. I kid, I kid.

EDIT: And of course, if I were going to get my own legs done, I bite off the hand of anyone offering to do it at 2/3 normal price!
